Rasul (ﷺ) made Sadaqat-ul-Fitr compulsory as purification of Fasts due to useless vain talk and it serves as food for the poor needy people on the Day of Eid. Even if there is a baby that is born prior to the sunrise of the day of Eid ul Fitr, it will be WAAJIB to pay on behalf of the baby.
